what if: projects carried out a feasibility study for the sheltered housing scheme Hogarth Court in Whitechapel exploring the potential of the underused and neglected shared internal and external spaces of the site. Working closely with the housing management staff and residents ambitions for Hogarth Court as a welcoming place to live but also as a resource to the wider community were formulated. The feasibility study formed the basis for the comprehensive refurbishment of Hogarth Court and brought together a number of usually separate investment strands into one project. After initial conversations and planning meetings that informed the feasibility study what if: projects started to run a garden project which has facilitated the continuous and less formal dialogue with Hogarth Court residents throughout the project development. Planning permission was granted in January 2017 and construction work commenced in September 2017.
