Brownfield site, New Build
JTP has developed proposals for Southall Waterside, which sits alongside the Great Western Railway between the Grand Union Canal and Southall Cross Rail Station in the London Borough of Ealing. The scheme represents an opportunity to comprehensively regenerate a strategically important, large scale, underused brownfield land in west London which will bring significant benefits to the local community and help to reconnect the town, with a new linear park on the east to west axis linking the new civic square and future Crossrail station in the east. The project will deliver 24.4 ha of public realm and parkland, 3,750 new homes in a range of different sizes and tenures and 74,322 sq m non-residential mixed-uses. An extensive community engagement process was held by London Borough of Ealing regarding the preparation and adoption of the OAPF following the acquiring of the site by St James West London from National Grid in 2013. During the pre-application consultation process Soundings were able to introduce the new design team for the project; establish the Community Liaison Group (CLG) which will act as a sounding board for the consultation; present the proposed refinements to the masterplan to the local community for feedback; and record views on key aspects of the masterplan such as the open spaces and retail offer to inform future design development. A series of events were held to engage with different sections of the community. The design team’s conversations at the public events, the CLG meetings and the written feedback received reflected overall support for the refinements to the masterplan and the uplift the regeneration of the site will bring to the local area. The first phase, located in the north east of the site, will establish three entrances to the site and provide 618 homes including 186 affordable homes to be delivered as part of the Mayor’s Southall Housing Zone. The proposed homes are arranged around a series of streets and public and communal spaces which are derived from the existing streets to the north of the site. Buildings range from 3 to 10 storeys including a basement with 296 parking spaces and will overlook the first phase of the Central Park, a landscaped spine linking east to west. Residents’ facilities including a gym, concierge and lounge also form part of the proposal. The masterplan includes eight interlinked character areas within the scheme. As a whole these character areas will create legibility and an identity that is unique to Southall Waterside. A staged placemaking approach will deliver associated green space for each phase of the scheme, spaces which will be distributed evenly throughout the site. Buildings will be arranged along these green spaces so the majority of homes are provided with views over the landscape. Section 73 approval in December 2015 and construction is due to commence in late 2016.
