Whilst members of the public have been able, since 1989, to visit the Courtauld Institute Galleries, set in the refurbished Strand Block of Somerset House 1989, most of Sir William Chambers' magnificent complex, including the courtyard and its surrounding buildings, remained a part of hidden London, largely closed off to the general public. In 1997, following departure of all Civil Service offices except the Inland Revenue, the Government set up the Somerset House Trust with the aim of making the building once more available to the public. Donald Insall Associates have been lead architects for the second phase of the works for the Somerset House Trust, which has restored the courtyard for use for large scale public events, opened the River Terrace for public access and adapted parts of the South Building as galleries for the State Hermitage Museum, a restaurant, bar and shop, as well as education space and offices for the Somerset House Trust.
