Site Introduction: The historic property in Hertford is located on Fore Street, which was once the main thoroughfare leading through the historic market town of Hertford to Parliament Square. Hertford itself is the County Town and Fore Street has always featured in the historical development of Hertford, being steeped in heritage and home to some of the most prominent and historically important buildings of Hertford, including Shire Hall (1769), The Salisbury Hotel (1570) and the Corn Exchange (1858). Fore Street continues to play a prominent role in the lives of the residents and visitors to Hertford; providing many shops, bars and restaurants. Our client’s building which records show dates back to the 18th century with alterations having been implemented in both the 19th and 20th century is a two storey orange-red brick building laid to Flemish bond with grey overburnt headers and a high level moulded cornice with slate roofs beyond. The property was originally two buildings that have previously been consolidated into one. The property was given its Grade II Listing status in April 1973. Originally built as a private house the ground floor of the property; like many in the immediate area, has taken on a commercial use, and was most recently home to an Indian restaurant. Recent Historical Context: The Grade II listed building had previously been the subject of many Planning and Listed Building applications throughout the years, and sadly several enforcement notices. Planning and Listed Building permission were awarded granting permission to convert the 1st and 2nd floor levels into 4 new Residential apartments, including the insertion of two 2 new dormer windows at the rear. Subsequent to the granting of the above noted planning and listed building permissions, works to convert the property commenced under the previous ownership. However this resulted in the intervention from both the Planning Enforcement Officer and Building Control Officer which subsequently resulted in enforcement notices being raised, due to unsound and dangerous building works leaving the building structure unsafe. Practice Involvement 2014 -2018: Studio C Architects Limited first became involved in the restoration of the building in March 2014 following enforcement notices raised by East Hertfordshire District Council Building Control against the previous owners under subsection (1) of Section 36 of the Building Act 1984. Initially to work with building control in order to carry out corrective building works to stabilise and make safe the 2nd floor roof structure; and later to obtain listed planning permission for the reinstatement of the 1st & 2nd floor timber sash windows and dormer casement windows. Sadly, having secured Listed Building Consent for reinstatement and replacement of the 1st and 2nd floor timber sash windows and dormer roof casement windows the construction work ceased and the remedial work was not implemented beyond initial stabilising of the structure. However with the change in building ownership, the new owner was very keen to finally realise the building proposals and restore the building to its former glory. Therefore once again Listed Building Consent for the works necessary to reinstate the former timber sash windows and casement dormer windows located at 1st and 2nd floor level and to carryout refurbishment works to the existing remaining windows was required with the exception of three windows which had been deemed as unsuitable for repair and in addition, new proposals were lodged for approval for additional works to both improve the amenity of the current permissions and for necessary additional structural works in order to make the building safe. During the course of the next two years Studio C architects were commissioned by the new owner to provide all construction drawings and specification for a complete new building fir out including full liaison with Planning and Building Control, Contractor, specialist heritage consultants and structural engineers. The scope of this work covered the new 1st & 2nd floor apartments, new structural glass shop front, with new dedicated ground floor entrance for the new apartments, new rear conservatory, new fire exit strategy and permissions for new air conditioning units and external mounted flue system.
