2 OUTLINE PLANNING APPLICATIONS provide 300 DWELLINGS, public open space and strategic drainage infrastructure for a private landowner in the Borough of Havant on the South Coast. The Design and Access Statements, Illustrative Layouts and Parameter Plans produced as part of the outline applications ensure that the development of the sites is carried out in accordance with best practice approaches to urban design and place-making and follows Havant’s Borough Council’s Supplementary Planning Document. The design ethos for both schemes and sought to create attractive, sustainable neighbourhoods, with homes and open spaces that provide a valuable contribution to the proposed and existing communities. The scheme at Bartons Road provides public open space around the existing TPO trees, pond and in front of the listed building. The scheme also links the existing hedgerows, TPO trees and pond with landscape corridors incorporating the sustainable urban drainage (SuDs) which will encourage biodiversity across the site. The design of public open space is controlled by design codes. The scheme at Horndean Road also retains the existing hedgerows, TPO trees and pond and develops the existing watercourse into a seasonal lake that not only has amenity value but contributes to the flood defences for the western part of the town of Emsworth.
