Hoole & Walmsley Architects were commissioned to prepare a Listed Building Consent and Planning application for the Restoration and Conversion of Talgarth Mill, an existing Grade II listed Mill, Mill Cottage with ancillary workshops and storage in the heart of Talgarth Town. The proposal is to create a Centre for Sustainable Rural Communities promoting sustainable education and renewable technologies, provide local employment, create a community facility and tourist attraction which will support the regeneration of Talgarth. The scheme proposes to reinstate the historic use of the Mill, provide new uses for the currently vacant Mill Cottage and ancillary buildings and open up the site’s riverside area to visitors and inhabitants of Talgarth. The Brecon Beacons NPA Buildings Conservation Officer, Will Hughes identified the restoration of this ‘at risk’ building as a priority and supported grant funding for the restoration of the Mill roof, which is yet to be fully completed. This regeneration project has sought funding from the BBC Village SOS/Big Lottery Fund and is one of four projects in Wales shortlisted to receive major funding. In addition to restoring the Mill to full working order and a working bakery, a new café and kitchens provided within a newly constructed structure clad in profile sheet to was designed to evoke the quality of the former structures. Connectivity to the river from the café through the introduction of an animated screen wall providing large openings screened from the sun with timber sliding panels.
