We were appointed as Design Advisers for Northamptonshire County Council to help complete a new building to provide staff accommodation for 2000 employees, a centralized hub for the evolving service delivery of the Council working with other public sector partners. This new building will provide the anchor to a wider strategic vision for both the town centre and the operation of Council business. As a current Client Advisor to Northamptonshire County Council, our role includes helping internal workgroups define and formulate their needs. We delivered a comprehensive project brief (RIBA stage B), professional advice and assistance with the preparation of the Invitations to Tender documents and I played a key part in the technical evaluation of the design team tenders. Our role includes monitoring of design as it is developed by the Project Design Team and ensuring it meets the brief and the Client’s needs, including technical assistance to the Project Manager and the Client, checking and verification of the design at key stages e.g. RIBA Stage C, D+, Employers Requirements, etc. It also includes the provision of professional advice to complete the technical questions to be asked in the Design & Build Contractor Invitation to Tender and will provide assistance during the tender process for the Design & Build Contractor including technical scoring of bids, supervision of the checking of the Contractors Proposals, a watching brief on the design as it is developed by the Design and Build Contractor to ensure it meets the Employers Requirements, including technical assistance to the Project Manager/Client. We were also appointed on a supervisory role to complete checking and verification of the design at key stages, works on site, including witness testing, etc. The project: Staff from 12 separate buildings in and around Northampton will be relocated into a new building of flexible workplaces. This building will be a Strategic Public Asset, held over the long-term to embrace and to adapt to the changing needs of the Council. This new central co-location shall achieve increased collaboration and more efficient and ‘agile’ ways of working. Both County Council staff and public-sector partners require office accommodation that meets their business needs and can flex with future changes. The environment should be pleasant and safe to work in, but encourage the implementation of new effective and efficient work processes with greater agility.
