00 were appointed by the GLA to support their Transformation Programme, initially adapting the old City Hall workspaces to support more flexible work styles facilitated by updated HR policies and IT infrastructure. This commission was extended to support the relocation of City Hall to the Royal Docks, with 00 leading the design of the refurbishment of ‘The Crystal’ for its new use. A00 developed the brief with the client, working closely with key stakeholders to ensure the complex, and sometimes conflicting client requirements (security, AV, IT, FM, etc.) could be synthesised into a brief which could clearly communicate and prioritise the project ambitions both quantitatively (including developing workspace capacity in light of new working styles) and qualitatively (capturing the need for aspirational high quality design to engender a sense of civic pride).
