Much of the built environment in Elgin Road is of poor character with very little by way of distinctive materials or colour palette. There is a significant opportunity here to develop a scheme that will give a considered high quality urban environment to Elgin Road We propose three linked blocks each three storeys high accommodating a total of 9 apartments comprising one 3 bedroom apartment, 7 two bedroom apartments and 1 one bedroom apartment. The dwellings will comply with GLA Design guidelines and will be built to Code Level 4 for the Design of Sustainable Homes. The apartment blocks will be located towards the front (Elgin Road) side of the site They will be modernist in style with flat roofs and they will be clad in a combination of white synthetic render and timber cladding. These materials will not compete with the solidity of the surrounding frontage buildings and we will use London stock brickwork for boundary walls. The entire frontage of the site will be provided with a high quality boundary treatment comprising a low brick wall with piers between which will be located high quality decorative black railings. This boundary treatment will include a landscaped strip within the site approximately 5 meters wide that will be planted at regular intervals with trees of a species to be agreed with the Local planning authority, the objective being to create a tree lined ‘London’ Street where none currently exists. An active street frontage will be ensured by locating the main entrance into the development centrally in the Elgin Road boundary and by providing a dedicated entry to the south of this for cycle access. Pedestrians will access the apartments by entering the main entrance in Elgin Road and that will lead to a pedestrian footpath running between the apartment blocks and into the body of the site. This in turn will give access to the stair and galleries that serve the dwellings at each level. All front doors face onto these external galleries that will be sheltered by canopies from precipitation but open at the sides. Vertical planting will be used to soften these access routes.
